What sort of problems are you having with the text?

 

Do you get an error message when you try to upload to YouTube?

 

You might check to see if you're having either internet issues or if you're possibly not signed signed in to the Creative Cloud Desktop app or Mobile app (depending on where you're using Premiere Rush) and/or YouTube.

I'm all signed up in adobe and had creative cloud opened. After 9 attempts, it finally uploaded.
