Synching PC with iPhone

I've created an Adobe Rush video on my PC and I want to synch it onto the Adobe Rush app on my iphone. How do I do this? Is there a cost? I've already paid for the iPhone app.

Hello Edwina!

Adobe Rush is cloud-based, meaning that you can access your projects across all those device types, whether you use it on your iPhone, Android, iPad, or Windows or Apple computers.

When you open the project on your PC, simply double-check the upper right corner of the application (next to the Undo/Redo arrows) to make sure the BLUE CIRCLE ARROW has completed its animation and then disappears; this indicates that all of your project assets have been successfully synced to Adobe's cloud servers (or stored on your PC if not syncing).
Then, you can close Rush on the computer, open the project in Rush on your iPhone (*make sure you're using the same Adobe ID for both!), confirm that your project has fully synced (no blue circle arrow), and then begin editing.

There was no option for me to synch. I ended up having to pay for another monthly subscription for 'Creative Cloud Express Monthly' costing $14.49 per month. 
Now I have run into a problem again with a new video that I started creating on my iPhone. I tried accessing the raw video assets on my PC but every single one is showing up red with a big exclamation mark. Seems like Adobe is just interested in stealing customers' money and not delivering what we have paid for. The forums are full of complaints just like mine. Adobe and everyone who works for this rogue company ought to be ashamed of themselves.
I'll be looking for another more reputable video editing in the cloud provider. I hear DaVinci Resolve is good and it's free. I'm going to swap to them because my experience with Adobe Rush has been far from fun.
Thanks for nothing but sheer frustration.
