Transform Fail & Freeze

Hi. I have a video clip that changes from landscape to portrait mid-way. I have used the 'Transform' functionality to rotate one section of the clip but when I try to export the clip (locally) as mp4, I get a message that "This file requires the HEVC codec which is included with a Creative Cloud membership. To upgrade to a paid plan, go to www.adobe.com/go/video"  and the application hangs trying to do the export.

I have Premiere Rush as part of my Lightroom/Photoshop plan so why/what do I have to upgrade?
