Unable to Launch Premiere Rush - Windows 10

I have had Creative Cloud (Photography plan) for a couple of months and installed Premiere Rush. Clicking "Open" usually ends in disappointment -- nothing happens. No error messages. There's not even a window that pops out. There's absolutely nothing to tell me what is going on except the obvious -- nothing.

 

I'm running Windows 10 64-bit.

 

However, I installed CC on a Macbook, then Premiere Rush. I was able to run it there without problems.

Any ideas?

Is there something I can provide /furnish here (e.g. system's details) to help diagnose?

I just had the same issue so I logged out of my Creative Cloud account and restarted my computer. When I re-opened Adobe Rush and signed in, all 30 of my projects were gone. I can't find them anywhere!
