Using Rush on a phone and computer will not work

I am using an iOS mobile device and a Windows 10 laptop.  The video is chopy on the windows machine.  

The footage added from the Windows machine will not show on the iPhone and the footage from the iPhone will not show on the windows machine. Any idea on what to do to get these to sync?  I was under the impression that creative cloud was suppose to be the end all when it came to working on a project across multiple platforms.
