Video export error

I am making text-based videos using PowerPoint exported video (with animation) and my voice recording. I basically only use the split function in Premiere Rush to match the timing between my voice and the animation. The preview from the edit screen looks perfect, but after exporting it to an MP4 file, some of the transitions are jerking at a weird spot. Like the one in the screenshot below. Also, see the full video attached.

Frame rate: 30.30 frames/second

Bitrate: 1861kbps
