I am making text-based videos using PowerPoint exported video (with animation) and my voice recording. I basically only use the split function in Premiere Rush to match the timing between my voice and the animation. The preview from the edit screen looks perfect, but after exporting it to an MP4 file, some of the transitions are jerking at a weird spot. Like the one in the screenshot below. Thanks for the additional information. One thing that stands out is that your PowerPoint video is reported as 30.30 fps rather than a standard 30 fps frame rate. That may be contributing to the jerky frames you're seeing after export.
As a test, try converting the PowerPoint MP4 to H.264 at a constant 30 fps using HandBrake or Shutter Encoder, then import that converted file into a new Rush project and export again.
If that resolves the problem, the issue was likely related to how Rush was interpreting the timing of the original PowerPoint export.
Premiere Rush is now at end of life, so it won't be receiving additional compatibility fixes.
