Rush does not have a 'clock wipe' in transitions. Premier Pro did, is it possible to get one downloaded into Rush?

In general, Premiere Rush has a limited set of editing capabilities. For more sophisticated effects and transitions, I'd recommend opening your Premiere Rush project in Premiere Pro to apply a Radial Wipe:
