Why is it impossible for me to export any video to my phone without pixel problems?

I have been using adobe rush on my phone for years now and I still can never export a video without there being problems in certain points of the videos with pixels. The whole screen spazzes. I have an Iphone 12 and the latest version of Rush. I've seen other posts from awhile back from adobe saying this issue has been resolved. What is the solution? It it quite ridiculous.

 

I usually have to share the video to the cloud, export on the computer after a long wait for the files to sync (hopefully without problems) and then send it back to my phone which most of the time I then cant even save the video to my phone.

Sure, here is an example where it happens. two scenes try to play at once and also all the pixels go crazy. The source of the videos is my iPhone 12.
