Accessibility Check Malfunction

I'm doing an ADA check for a newsletter and all of the accessibility checks are fine, buttthen randomly it moves all of my figures to the "other elements alternate text" and all of them are failed. I've retagged them repeatedly and the issue won't fix. I checked the containers and all of them are perfectly fine. 

 

I also have a problem with tagged annotations. All of my tags for my links are in the document and already marked, so when I try to do find and then unmarked annotations, nothing shows up. I retagged it to see if that was the problem but it still shows. 

 

Can someone please help me understand why this is happening?
