Accessibility: Lbl/LBody

Hi,

I am new to remidiation for accessiblilty and I have a document that has content that is a list of legal references but uses no numbering or bullets to designate each item. This is in an agenda that I am remediating, is there a way to create the list with LBody but have no Lbl? Advice for a beginner?
