Acrobat 22.003.20263 fails via Creative Cloud

Creative Cloud update for Acrobat 64-bit 22.003.20263 fails with error 1603 when updating over 22.003.20258.  The new version does not even show as available now and 22.003.20258 shows as up-to-date.  Downloaded the new installer package and tried to install manually and got the same error.  I could update manually via "Check for updates" but this won't work for our several dozen CC users.
