Tried reinstall, reboot, cleanup user’s AppData, etc

    Use the Adobe CC Cleaner and try removing the Adobe ID credentials.

    After a restart? Or Safe boot?

    When you cleaned out the AppData folder, did you include the files in:
    AppData\Local\Adobe\OOBE?
