Acrobat being incredibly stubborn about excel page breaks

I have data with headers. The headers need to be at the top of each page in my excel pdf export.  I select my print area and I put in my page break 2 rows above the header.  It refuses to put the header on page 2.  So then I add rows below it to see where the page break is going to land on the next page and then it starts prining half way down on page 2 NO MATTER WHAT I do I can not get adobe to recoginze my page breaks in excel  I remember it used to work with precision.   Does anyone know why page breaks in excel are no longer being recognized by acrobat export. ?
