Acrobat DC - Incomplete comments shown in comment list

Our users got a weird case regarding viewing the comments in comment list(pane).

Until the users scroll up and down the whole documents, the comments shown in the list will be an incomplete one.

Illustration:

Firstly open the file: 119 comments

After a few scroll up and down: 153 comments

This impact us so greatly, as we are depending on the comments list to review and signoff the comments made to a document.

Please kindly help to solve this problem.

Background information:
OS: Windows 10 Pro

Acrobat version installed: Version: 20.6.20034.366983

I tried export the comments to .fdf and then import back into the original documents, all comments are present.
