Exactly what are you trying to create PDF from?

For Adobe's Creative Cloud applications (InDesign, Illustrator, Photoshop for example), you direct export or save as PDF from those applications themselves. No reason to print or otherwise involve Distiller (which is part of Acrobat DC).

For Microsoft Office applications, Acrobat DC adds the capability to directly create PDF via a Save as Adobe PDF function. Again, no reason to involve print or Distiller.

For other applications, it depends on whether you are on Windows or MacOS. Under Windows, you can print to the Adobe PDF PostScript printer driver instance. For MacOS, under the print dialog, there is a capability of saving as Adobe PDF.
