Acrobat extension on Mac blocking downloads

When the adobe extension is active in Chrome or Edge, I can’t download pdf files.  In Edge, there is a Valid Certificate error even though the padlock on the page says the certificate is valid.  On Chrome, it just says there is an error.  All apps are updated and reinstalled.  This has been going on for awhile.  When I turn off the extension, the file will download and become visible as an htm file.

Any ideas?
