Acrobat Fill and Sign weird graphical artifacts

We updated a bunch of machines at the office and a couple of users are seeing some really weird artifacts (checker boxes and rainbow colors) when using the fill and sign tool.  Other PC's that are identical aren't seeing the issue only a few. I've made sure acrobat was up to date, also made sure the display driver was up to date. Uninstalled/reInstalled acrobat, but still no luck. Really stumped here. Below is a screenshot, the pdf (just the welcome one in this case) is fine until you click on the fill and sign tool, then click a spot to start typing. Also below is the sys info.

That did in fact work, and after reading other posts the core issue may be the amd vega vsync setting. That would help explain why it works fine on my testing desk back here as it is an older monitor with no vsync. Still frustrating adobe hasn't patched this, or at the minimum detect the setting and pop up a helper notice for the end user.
