Acrobat Pro 2023.006.20320 displaying incorrect ruler measurements

I have an A4 document that when you look at the document properties, says it is 8.27 inches wide. But my rulers say it is more than 9.5 inches wide!  I checked the print page setup and it says it is set to 100%. Zooming in or out does not change the ruler issue. Nor does quitting and restarting Acrobat. The PDF when opened in Illustrator displays properly with the rulers. This is an Acrobat glitch.
