Acrobat Pro: Customizing quick toolbar

I’ve always customized my toolbar in Acrobat so it contains the tools I used frequently. I’m an accessibility professional and I tag PDFs so they can be accessed by screen reader users. When I enable the “new Acrobat” menu for some reason I can’t DELETE things like Comments. Freehand amd Highlighting which I never use in my workflow. Am I doing something wrong? I also can’t see how to add Navigation tools and marquee Zoom. There must be a way to do this -- surely you wouldn’t eliminate these tools from the new menu.

Sorry if it was confusing, there is some inconsistency with tools the user adds. This issue does NOT occur if I select a tool that I have added right after opening the Customize toolbar dialogue. It always occurs on default tools..So, I can usually delete tools I have added or select another tool and add it.

However, if you select a default tool, and then select other default tools singly, one after the other, there is an inconsistent issue where these “action buttons” become totally disabled and will not work on any tool, default or user-added.

It’s complicated and difficult to explain, but is triggered by selecting the default tools which, for me, can never be deleted.

And no, it doesn’t happen in the “classic” interface. Everything works correctly there when customizing the toolbar.

So I guess I’ll keep using the classic interface because the new one doesn’t work, at least not for me. I wanted to give it a try but if I can’t customize the toolbar things will take much longer.

On my laptop it does this on my regular Windows user account and also on other user accounts.

We you able to reproduce the problem?

Thanks for your quick reply. Sorry I neglected to provide all that information. I have another question posted for another unrelated Acrobat problem I’m having, so I have recently reinstalled, rebooted, repaired and checked for updates. Here are the answers:
1. Windows 11, Version 2026.002.21901

Yes, there is a Remove from Toolbar option it just does not work. I select “”Add a Comment” button and then click the Trash button and nothing happens. In the attached file I have selected Add a Comment button and hovered over the Remove button. At this point none of the applicable action buttons (Add Divider, remove, etc.) work when I click.on them.
Once I have selected any one of the default buttons I am unable to Remove or Add any items even ones that I have added to the Toolbar. For example, if I select the Comment button and then select one of the buttons I have added previously or select a new item from the Choose Tool to Add selection area, none of the applicable action buttons is functional.
There are 31 items in the Select a tool to add dialog neither Navigation tools or Marquee Zoom is within any of them. . I looked.

Thanks for the detailed follow-up, and for the extra detail on exactly where things stop responding; that's helpful.

To confirm what you've found: once you select a tool in the Customize toolbar dialog (whether a default one or one you'd added yourself), none of the action buttons (Add Divider, Remove, etc.) respond to clicks afterward, and you've confirmed Navigation tools and Marquee Zoom are not among the 31 tools available to add.

Since this appears to be specific to the current Acrobat interface, it would help to know whether the same thing happens in the previous interface.

On Windows, you can switch by going to Menu > Disable new Acrobat, then selecting Restart when prompted. Once there, could you try customizing the toolbar the same way? You can switch back at any time via View > Enable new Acrobat.

If the customized options work normally in the previous interface, that would confirm this is specific to the new Acrobat experience.

Thank you for reaching out, and we understand how important it is to have a toolbar that matches your workflow, especially for accessibility tagging, where efficiency matters.

To customize the Quick action toolbar, select Add, Remove, or Reorder tools, then select Customize toolbar. From there, you can add tools, remove tools, reorder them, and add dividers to group them.

To help us look into why Comments, Freehand, and Highlighting won't remove for you, and how to get Navigation tools and Marquee Zoom added, could you let us know:

Are you on Acrobat Pro desktop (Windows or Mac), and if so, which version?
When you open the Customize toolbar dialog, is there a Remove from Toolbar option available for Comments, Freehand, and Highlighting, as with your other tools?
When you browse the tool list in that dialog, do Navigation tools and Marquee Zoom appear anywhere, even if greyed out?

A screenshot of the Customize toolbar dialog would also help us see exactly what you're working with.

Please share these details, and we'll take it from there.
