Acrobat Pro Web Issues

Hoping someone can help - I have a user that is assigned an Adobe Pro license but does not have the "Upload Files" option on the https://acrobat.adobe.com/ site. 

 

Myself as the admin of our Adobe licnesing does NOT have Pro assigned to me but I have the option on the webpage. 

 

Can anyone tel me how I can activate this on his account/webpage?

Thank you for bringing this to our attention! Could you please provide a similar screenshot for the user who doesn’t see the "Upload Files" option? This will help us better understand the issue and provide specific recommendations to resolve this issue

I know this an older post - but it's happening again. I have tried everyting I can to get this to work. 

I have reset both Edge and Chrome to the factory defaults and still the same. I noticed this error keeps popping up and it looks like it preventing the rest of the page to load.
