Acrobat Pro XI Error 2148073497

Getting error 2178073497 in Acrobat Pro and DC- all programs are updated, OS WIN7 - updates applied - Card reader drivers updated.

We can logon using CAC sign emails but not Digital signatures is Adobe products

Error :

The Windows Cryptographic Service Provider reported an error:

The Keyset is not defined.

Error Code: 2148073497

 

We have searched everywhere but this has never been answered

Please perform the steps which are given in this link: Signature creation error when you sign a PDF (Adobe Acrobat 8, 9 on Windows)

Yes we tried this, it did not work, in fact the "Crypto" folder was not recreated.
