Acrobat Standard not opening multiple PDF's

I'm having an intermittent issue where if a PDF is already open Acrobat refuses to open another PDF. Upon clicking  the other PDF nothing will happen. If the user keeps trying, the PDF will sometimes open. A reboot will temporarily solve the issue but the problem always comes back. This has happened to 4 separate users. All running Acrobat Standard and the newest version of Windows 11. I've tried updating Acrobat and also repairing Acrobat and the issue persists. Has anyone else experienced anything similar or have any suggestions on things to try?
