Acrobat - Struggling to encrypt (regular crashes)

I am using a Windows 11  with Adobe Acrobat Pro (version 23).

I have been trying to encrypt a document (which I have done many times with the old version of Acrobat Pro). If I click on the encrypt nothing happens. 

Acrobat is crashing after a couple of attempts.

Any ideas - please?

I have discovered that if you set a security policy it won't work from the task bar, unless you 'Manage Security Policy' and then Apply. 

The shortcut does not work. This is means more steps to get around the problem.

Additional problem found, having done the Apply security policy the save function is greyed out unless you exit the document.
