Acrobat tries to load modal and hangs forever

Whenever I open anything in the latest Adobe Acrobat it will try to load a modal after a few seconds. The modal never loads, showing a flashing blue loading circle, but it also cannot be closed and blocks the rest of the app from working, making Acrobat completely useless.

I tried re-installing a few times, but it doesn't change anything.
