Acrobat version 15 redaction tool

I have Adobe Acrobat version 15, a license for 12 users. I have one user who tries to use the redaction tool but the tool does not function at all, While researching the problem I found that other users who are using Acrobat 15 do not see the redaction tool.

I have un-installed and re-installed the software but that has not resolved the issue.

It is version 15.006

Under Adobe Acrobat version 15 how can I make the redaction tool function properly and make it accessible for all users under my license?
