Acrobat will not launch

Adobe Acrobat is not launching on my windows 11 machine. I have been through all of the troubleshooting steps multiple times. Uninstalled using AcroCleaner and reinstalled. Still not working.

Acrobat Pro 2024.002.20736 64-bit. I can open as administrator. I have changed the properties to always open as administrator but each time I have to manually select that option. After Acrobat is open, I can select Menu>Open and select a file to open. That works, but double clicking on the same pdf (or any other) does nothing.
