Action Button - Submit a Form not working

I have just created a fillable form which has a Submit button. I have set the action to Submit a Form and when I test the button, I get a popup that says I need to be running inside a web browser in order to submit a form. I have never seen this message in the 10 years that I've been using Adobe Acrobat Pro.

Does anyone know if there is a work around?
