Adding comments to a layered PDF

Looking for a means to annotate a multi-layer PDF so that it is obvious which layer contains the annotation(s). Presently strike-throughs, etc., appear on each layer. Without the reviewer adding the name of the layer containing any changes in the comments panel, one needs to view each layer and then it may not be the appropriate edit. Seems like it would be intuitive to click on the comments in the comments panel and the corresponding layer would become visible. Am I missing a step?

    Comments are in effect on their own layer that cannot be turned off. So rather than adding comments to a layer, you are adding comments which are always visible.

    Thank you. Not the answer I was hoping for but at least now I won't search in vain for a solution.
