Adding Page issue

Good day.

I have two users at the company I work at that are having issues with adding pages to a PDF. They both use Adobe Acrobat DC Standard. When they drag a page from one PDF into another, the Navigation pane scrolls all the back to page 1. We have tested this with a PDF that that contains around 70 pages. When a page from PDF was added after page 59, it will scroll all the way back to page 1. This happens for every PDF the users create/work in. I have tested this on my machine, and the issue did not occur. I've tried looking through the Preferences and reinstalling the program, but nothing worked. Does anyone have any ideas for additional troubleshooting or a setting that could be causing this?

Any ideas for this?

I found how to reproduce the issue by opening a PDF within a portfolio and adding a page.
