Adobe 11 Pro Very slow with file size over 1mb

We use PDFs for our company drawings.

If the file size is under 1mb it runs very quickly, anything over 1mb it suddenly becomes VERY slow and cumbersome and no amount of computer horsepower compensates for it.

I have unchecked "Automatically calculate field values" and "automatically adjust tab order when modifying feilds" but the problem persists.

I use a I9-9900K with 32gb of ram and a 1080Ti on windows 10 pro 64bit.

does anyone have any ideas of what it may be or what i can do?

I'm a little confused. Company drawings aren't usually fillable forms. Are they fillable forms as well?

Forgot to metione, the file sizes we use generally range from 400kb to maby 6mb in size.
