We tried to open the PDF you shared above, and it opened fine on our end. As it happens, with a particular PDF, there could be a few reasons causing this behaviour.
Large embedded images, scanned content, or complex vector elements can slow rendering.
Fonts, layers, or hidden objects may cause repeated reprocessing.
GPU-related issues can delay page display.
Acrobat may attempt to process scanned pages in the background.
Please try the following troubleshooting steps and
1, Test with Page Display Settings: Go to Edit > Preferences > Page Display. Try the following:
Enable Use 2D graphics acceleration (or disable it if already enabled)
Set Rendering to Smooth text OFF (for testing)
Restart Acrobat and reopen the file.
