I am a single user and wish to know the most suitable cost effective Adobe [Acrobat] ~~Reader~~ program to enable, signing of documents, PDF to Word, combine files and export PDF?

I would appreciate assistance with this matter please?

Acrobat Reader is free.

Acrobat comes in three versions: Standard, Pro, and Studio. You don't need Studio unless you are interested in the AI Assistant. You'll want to choose between Standard and Pro. Here is a chart that compares the features.
