Adobe Acrobat in Reader mode when not signed in - Creative Cloud

I work for an organisation that has temp staff every couple of months that needs to open and print PDF documents. 

We have need for Adobe Acrobat to function in Reader mode on the PC's they use, but these PC's also need to have Creative Cloud and Photoshop installed for other users who have Creative Cloud licenses.  

I have attempted to do this using the Feature Lockdown Registry bIsSCReducedModeEnforcedEx = 1, but this seems to not work when Creative Cloud is installed, and still requires a sign in to use Adobe Acrobat at all. I have confirmed that this works without Creative Cloud installed.

Is there any way around this?

@Mark Williams_SCSA You might need to consider an Enterprise Account which will help manage software licenses, user access, and creative assets at scale. https://www.adobe.com/ca/creativecloud/business/teams.html Which you will have access to the Adobe Customization Wizard, and create a custom installer.

We currently use an Enterprise license and I have used the Adobe Customization Wizard to create a custom installer for Adobe Acrobat with the Reader functionality when not signed in.

When I use this installer, Acrobat functions as expected, as reader when not signed in, and then as Pro when signed in.

We also have a seperate package that installs Creative Cloud and Photoshop. If we install this package afterwards, the expected functionality for Acrobat goes away, even though the registry file remains.
