Adobe Acrobat Make Accessible Wizard changes accessibility tags in the document

We have noticed an odd issue when using the Make Accessible tool and have not yet been able to figure out what is happening. We are using Adobe Acrobat Pro Version 2023.008.20533.
We have noticed that running the ‘Make Accessible’ tool from the action wizard sometimes changes what text is included within accessibility tags for our PDFs.
This is the process:
- Created a source document in MS Word using built in heading styles (level1, level2, level3, etc.).
- Exported this document as a PDF making sure that accessibility tags are included.
- Opened the new PDF in Adobe Acrobat Pro.
- Check the accessibility tags using the Accessibility Tags navigation pane – at this point everything looks OK. When we select each heading level (<h1>,<h2>,<h3>, etc.) the correct text in the PDF is highlighted.
- Next we run the ‘Make Accessible’ action wizard (Tools -> Action Wizard -> Open, then select ‘Make Accessible’ from the Actions List)
- Click ‘Start’ and follow the process using the default settings.
- Afterwards if we use the Accessibility Tags navigation pane to again check the tags in the PDF they have changed. The same heading levels are present (<h1>, <h2>, <h3>, etc.) but when they are selected different text within the PDF is highlighted. For example the <h1> no longer applies to the actual heading but text further down in the document.
We have tried various setting in the Accessibility checker Options window but are still not sure what might be causing this, whether it is a known issue or if it is a fault caused by us. We have also managed to repeat this on different machienes using different document.
Any suggestions would be very helpful.
