Adobe Acrobat pro ask for password when try to edit

Hello,

Adobe Acrobat pro ask for password when try to edit the PDF. Getting below message during the edit option. The PDF downloaded from Agile PLM and I checked with PLM admin team and they are not setting any password for the PDF. This is happening for only few users in one location and for users from other location / geography it works fine. 

I also tried installing PDF reader and checked, there also the security method is getting set to Password security.

The issue is appearing since few days, before it was working fine.
