Why has there been a 36% increase in my monthly fee for the coming  year? Adobe Acrobat Pro DC. IS that legit?

    adobe first year subscriptions (including acrobat) are offered at a discounted rate.  thereafter, the price rises and stabilizes (with some variation possible pending market forces).
