Adobe Acrobat - Unable to Move Reorganize Files & Move Text Boxes

One of my users is experiencing an issue where Adobe Acrobat will all the sudden stop allowing her to reorganize files pages with multiple pages in the document as well as unable to move fill and sign "X's" and other marks.

So far the troubleshooting steps taken include:

Repairing Adobe Creative Cloud

Adjusting multiple Acrobat Security Settings

Running CC Cleaner and Reinstalling Acrobat and Creative Cloud Entirely

Running SFC /scannow & and DISM

At this point short of rebuilding the users profile I feel that I've tried everything. Does the community have any suggestions for me. This is the only user experiencing the issue. It is temporarily fixed by running Acrobat Repair.
