Adobe DC Reader not licensing itself for users

Hi All,

I have recently got 17 Adobe Acrobat DC licenses and when installing them for some of the new users they aren't automatically getting upgraded to the license they are meant to have and the upgrade pop up is not showing (some work after a restart others do not at all.)

I will detail the steps I take below

-Create their Adobe ID account for the license they need Standard/Pro 

-Ask them to setup their account

-Sign into their account

-Install Adobe Reader DC

-Sign in

-50/50 on whether the upgrade pop up will show here/after a restart or if it will not at all (had one user where it showed after a few days of leaving it)

I am wondering if anyone else has encountered this issue? or if there is a solution/cause?
