Adobe E-Signature - 403 Forbidden Request forbidden by administrative rules.

When trying to open a signature requested (e-signature) from a client I recieve the following error when click on link in the email 

403 Forbidden

Request forbidden by administrative rules.

 

Any idea what I need to do to be able to open and sign the document, my whole office is expericing the issue.
