Adobe Form/Sign help needed

I have a form that I need about 50 people to complete and then another 9 to sign the form verifying their part is completed and the whole form returned.  What is the best way to do this?  Any help would be most appreciated.

Create an Adobe Sign form.  This is the best way to make role specific parts of a form, and to send it to multiple people for processing in a controlled way.

I need to send the form to 50 people then have it signed by 10 people. The same 10 will sign every form. I don't see how to send it to that many people in Adobe sign.
