Adobe Merge PDF Error in Power Automate and Website

I am using the Adobe Merge PDF connector in Power Automate and have been getting an error when a user tries to merge a few certain PDF files. This is the error message:

It looks like it was not accepting these certain PDF files but working for other ones.

I also tested the files on the Adobe merge pdf website and it didn't work there either. I was able to merge them with another program iLovePDF.
Are there certain PDF file types that the Adobe Merge PDF service doesn't accept? Any clarification or someone with a similar experience on this would be much appreciated.
