Adobe pro 2020 perpetual license install asking to sign in.

My company bought a adobe pro 2020 perpetual license, we installed it on our terminal server, input the license key but when we try to open it, it closes and a sign in window pops up with no skip button. I tried uninstalling and deleting all registry keys, and reinstalling, this did not work. I repeated these steps and used adobe cleaner & reinstalled, still did not work. I also tried using Acrobat Customization Wizard to turn off adobe online services, this did not work. Can someone help me with this one?
