Please follow this instruction on Adobe: How to split a PDF file. 

"In the secondary toolbar that opens, use the Split by drop-down menu to specify if you want to split PDF by number of pages, maximum file size, or top-level bookmarks. " So you just choose "top-level bookmarks" on this step.
