Adobe Pro (Non paid version issue) editing arrange objects is grayed out.

I have a user who Adobe Pro (Non paid version issue) editing arrange objects is grayed out. There was a recent update with Adobe Pro and user updated it. They were struggling to see arrange objects, as well as me. We reverted back to old verison, but the icon for "arrange objects" is grayed out. The user was able to use this feature for free with no additional cost. Did something change with the update that now requires this feature to be paid version only?
