Adobe Reader access denied

Today I was not able to export from Affinity Designer 2 to PDF or open PDF files created previously, I received an access denied message. This is a new issue, I was able to export to PDF and open PDF files earlier today. No changes made to system.
I rebooted my laptop.
I have full persmission as user (all boxes are checked)
I have disabled enable protected mode at startup in Adobe
I have uninstalled and reinstalled Reader
I still cannot open any PDF files I have created from Affinity programs or downloaded, ones I created from Word using create XPS/PDF for printed to PDF from Microsoft.
My security program is Panda Dome.

It was my anti-virus software, it was blocking me from certain folders. I adjusted some things in the program, my registry and permissions so it would not block me from exporting to or opening PDF files to certain folders. I appreciate the response.

Thank you for reaching out. 
Based on what you have described. This seems more like an issue with your product "Affinity Designer". 

If you download a sample PDF from the internet, are you able to open it in Reader? And what happens when you create a PDF from MS Word to PDF? Does that open all right?
