Adobe redactions

One of our teams is using Adobe Pro to complete redactions. They are required to provide the redacted versions back to the client in both PDF and hardcopy. The desired output is a red box around the text with the redaction reason text next to it.
 
Using the overlay text feature in Adobe, they can save the redactions (rather than apply) and the client can hover over the redaction to see the reason for redaction (see PDF-sample).
 
However, when they print the redactions the overlay text is not available and they are manually adding the reason text to the PDF.
 
Is there a way to print the overlay text?

"That's not the issue"

In this case it's the process that's not right. Comments tools are made for this kind of task.

Then use a script to convert the highlights (or whatever) into Redaction marks.

They are Redaction marks already, but they don't show up in full when you print them, since the overlay text is not visible.

You probably know this, but I wanted to emphasise, because of potentially serious legal consequences: if you save the redactions instead of applying, then IT ISN'T REDACTED. That file is not private, and all the original info is there for the taking.

I guess a printer driver issue.

So they can print as PDF, then print the new PDF.

That's not the issue. They want to see the overlay text on the print-out, the thing you see when you hover over the redaction comment, before applying it (and what appears on top of it, after you apply it)...

If you are printing the document, I am afraid there is no option to print the overlay text along with the selected text for redaction.
