Adobe sign, fill and sign, and multiple versions of Adobe Acrobat Pro 2017

Question

Non-profit organization. We purchased four copies of Adobe Pro 2017.

We need to utilize the Adobe sign cloud service for each of these softwares. They were all purchased under an Admin user account through a non-profit marketplace. How can we utilize 4 separate adobe sign users when these softwares seem to be tied to the one admin user that purchased the softwares?

Also, the fill and sign function seems to propagate across these four separate copies as well. How can we separate those too?
