Adobe Standard 2017 Custom Toolbar always open

I recently moved from Adobe Standard XI to Adobe Standard 2017. In XI the last custom toolbar you had open would open with every new PDF. I have the custom toolbar made, but it does not open automatically, i have to manually open the toolbar every time. I'm unable to find a setting that allows this with Standard 2017. Would anyone know if that setting exists?
