Hope you are doing well and sorry for the trouble. As described you want to allow the recipient to view PDF as a two page view without going through the application.

 

Would you mind sharing the steps the recipient is doing to open the PDF file? The option to view PDF in a two page view is available in Adobe Acrobat and Adobe Acrobat Reader DC (Freeware application)

If the user is opening the PDF in a web browser without going through app, the option wont be available as the web browsers use their own PDF mechanism to display and render the PDF files and they are not Adobe dependent.
