After importing comments to already redacted document, Adobe tells me 'contains unapplied redactions

Redacted a legal document with comments, exported comments to data file before redaction so as to be able to import them back after redaction - after doing so seeing blue bar with message 'this PDF contains unapplied redactions.'  I didn't flag anything additional for redaction, and don't want to apply since it would delete the comments I just reimported back!  What can I do?   I need the comments in the document for judge review - how do I reimport the comments back without the program telling me there are more redactions pending when there are none?

Have you exported and imported the redact comments?

Yes, I tried just exporting them, then exporting the comments after highlighting them in the Comments tab (Export Selected To Data File)  the same result - it tells me they're unapplied redactions again.   It would appears the imported data file is seting the file back to it's pre-redacted state - ALSO  what is the difference if any betwen a 'sticky note' and a 'comment?'
